Malvern Civic Society Planning Sub Committee News

 

 

Current Major Planning Applications

There are three important issues on the agenda of the Planning Sub Committee: 

 

14a, Hornyold Avenue 

 

An application to build eight houses on part of this site has been submitted by David Wilson Homes. The application has been made without pre application consultation with either neighbours or other interested parties. The layout and design is disappointing and we have written to the District Council listing our concerns. Environmental concerns appear to have been neglected. The area is a haven for wildlife including bats and badgers - and there is no provision for solar panels or water runoff from the Hills. The Society is keen to promote the latest design principles such as can be seen at Lightmoor and Poundbury; these can be summarised as separate and hidden garages, lots of open space and relatively high density with a mixed design. Apparently the developer plans to develop the site in two stages, this could be interpreted as seeking to avoid the need to accommodate affordable housing and the need to address the access issues through Hornyold Avenue and Hawkwood Close.

 

Tudor Hotel 

 

We are pleased that now the sale of this historic property has been completed, some work has started on repairs to the building and pavement. We are keen to learn what is planned for the renovation of the interior.

 

Hillstone and Ellerslie, 

 

Abbey Road Discussions continue between the developer and the Council on this application. The Society is keen to see improvements to the Wells Road - Abbey Road junction to allow coaches to make their way to the coach park and avoid the considerable detour via Welland; some advice is being obtained from highways engineers.

 

 

 

Local List
The Council has been encouraged to compile a Local List of significant buildings to complement the English Heritage list. As Malvern is full of so many buildings of note it is not possible to give them full listing, so the compilation of a Local List is very important and  given high priority. Started four years ago, we now have a list of nearly two hundred buildings, including the springs and wells round the Hills for which there is currently no statutory protection. The AONB team is also keen to start work on a list of significant buildings in their area, we hope to be able to work with them.

 

 

Article Four
Article Four Designation confers enhanced protection in a Conservation Area; it is not easy to obtain this designation and requires more planning resources to administer it. At the 2009 Conservation Review for Lansdowne Crescent, it was recommended that its protection should be increased to Article 4 – and this was approved by the District Council; we await the paperwork and will be interested to see how the new designation will be managed in connection with the original Lansdowne Community Hospital building.
